    الانتخابات الأمريكية ـ تحذيرات جديدة من التدخل الأجنبي – DW – 2024/11/5

     

    في الساعات الأخيرة قبل بدء التصويت النهائي في  الانتخابات الرئاسية الأمريكية اليوم الثلاثاء (الخامس من نوفمبر/تشرين الثاني 2024) حاول المرشحان للرئاسة الأمريكية  لكسب ودر الناخبين  في ما يعرف بالولايات المتأرجحة .

    وشجع المرشح الجمهوري دونالد ترامب على صدام بين المهاجرين والرياضيين المحترفين، ودعا إلى فرض عقوبة الإعدام على المهاجرين الذين يقتلون مواطنين أمريكيين أو عناصر من الشرطة.

    وفي حديثه في بيتسبرغ بولاية بنسلفانيا، إحدى الولايات المتأرجحة، أعرب ترامب عن استيائه مرة أخرى من تدفق المهاجرين عبر الحدود الجنوبية للولايات المتحدة، واقترح أن يتصارع الرياضيون من جامعة ولاية بنسلفانيا معهم. وقال: “هؤلاء الشباب من ولاية بنسلفانيا، أردتهم أن يتصارعوا مع المهاجرين.”

    وفي وقت لاحق دعا إلى أشد العقوبات على المهاجرين الذين يقتلون مواطنين أمريكيين أو عناصر من الشرطة.

    يذكر أن ترامب / 78 عاما/ جعل من تقييد الهجرة غير القانونية أحد القضايا المحورية في حملته الانتخابية، حيث صور المهاجرين مرارا كأعداء للولايات المتحدة وأثار مشاعر مناهضة للأجانب بادعاءات زائفة.

    وتعهد المرشح الجمهوري “بقيادة الولايات المتحدة والعالم” نحو “قمم مجد جديدة” في كلمته الختامية في تجمعه الانتخابي الأخير. وقال للحشود في غراند رابيدز في ولاية ميشيغن المتأرجحة “بتصويتكم يمكننا حل كل مشكلة تواجهها بلادنا وقيادة الولايات المتحدة لا بل العالم نحو قمم مجد جديدة”.

    من جانبها حذّرت المرشّحة الديموقراطية للانتخابات كامالا هاريس خلال آخر تجمّع انتخابي كبير لها صباح الإثنين، قبيل ساعات من افتتاح مراكز الاقتراع، من أنّ “هذه قد تكون واحدة من أكثر الانتخابات تقاربا في النتائج في التاريخ. كلّ صوت مهمّ”.

    وقالت نائبة الرئيس “لدينا الفرصة لأن نطوي أخيرا صفحة عقد من مشروع سياسي قاده الخوف والانقسام”، في إشارة إلى منافسها الديموقراطي دونالد ترامب الذي لم تسمّه.

    وخصصت هاريس معظم يومها الأخير في الحملة الانتخابية للوصول إلى  الناخبين اللاتينيين  في ولاية بنسلفانيا، وهي ولاية متأرجحة يعتبرها الديمقراطيون جزءا من “الجدار الأزرق” في المجمع الانتخابي.

    قلق من التدخل الأجنبي

    يعتري القلق الاستخبارات الوطنية ومكتب التحقيقات الاتحادي ووكالة الأمن السيبراني وأمن البنية التحتية من التدخل في الانتخابات الأمريكية، بعد تحذيرات صدرت يوم الجمعة بشأن هذا التدخل.

    وقالت الوكالات الثلاث إنها “رصدت خصوما أجانب، وخصوصا روسيا، يقومون بعمليات تأثير إضافية تهدف إلى تقويض ثقة الجمهور في نزاهة الانتخابات

    الأمريكية وإثارة الانقسامات بين الأمريكيين”. وأوضحت أن هذه الجهود ستتكثف طوال يوم الثلاثاء، يوم الانتخابات، وما بعده، وستكون مركزة على الولايات السبع الرئيسية التي قد تحسم الفائز في التصويت وهي: أريزونا ونيفادا وميشيجان وويسكونسن وبنسلفانيا وجورجيا ونورث كارولاينا.

    وجاء في البيان المشترك: “تعد روسيا التهديد الأكثر نشاطا”. وقال الفريق إن “جهات التأثير” المرتبطة بروسيا تنتج مقاطع فيديو وأخبارا مزيفة لتقويض شرعية الانتخابات، وتخويف الناخبين من العملية، وإيهامهم بأن أشخاصا من ذوي الآراء السياسية المعاكسة يستخدمون العنف ضد بعضهم البعض.

    وجاء في البيان أيضا أن إيران أطلقت “أنشطة سيبرانية خبيثة” تهدف إلى التأثير سلبا على ترامب. كما تحاول الحكومة في طهران التأثير على الانتخابات من خلال مقاطع فيديو ومنشورات مزيفة تهدف إلى تأجيج العنف. وأضاف مسؤولو الاستخبارات أن إيران لا تزال مصممة على الثأر لمقتل قاسم سليماني، الذي قتل في العراق في غارة جوية أمريكية بأمر من ترامب في يناير/كانون الثاني .2020

    يستمع مجلس النواب  خلال جلسته العامة اليوم الثلاثاء برئاسة المستشار الدكتور حنفي جبالي الى بيان أحمد كجوك وزير المالية، بشأن سياسات الوزارة في مواجهة  التحديات الاقتصادية الراهنة، وخطط الوزارة بشأنتحسين إدارة المالية العامة للدولة، خفض الدين العام، رفع كفاءة التحصيل الضريبى، وزيادة الإيرادات التي توجه للإرتقاء بمستوى الخدمات المقدمة للمواطنين، التزام الحكومة بزيادة الانفاق الموجه لتنمية الإنسان، وإصلاحات دعم القطاعات الحيوية، ودور الوزارة في تعزيز الاستدامة المالية.


     


    كما يناقش المجلس خلال جلسته العامة أيضا تقرير اللجنة المشتركة من لجنة الخطة والموازنة ومكتب لجنة الشئون الدستورية والتشريعية عن مشروع قانون مُقدم من الحكومة بتجديد العمل بالقانون رقم 79 لسنة 2016 في شأن إنهاء المنازعات الضريبية.


     


    ويأتى مشروع القانون في إطار سعي وزارة المالية للحد من المنازعات الضريبية وسرعة تسويتها نحو تخفيف الأعباء الماليةالتي يتحملها ممولي الضرائب واستقرار أوضاعهم ومراكزهم الضريبية والمالية في ظل الأوضاع الاقتصادية الحالية التي يمر بها العالم أجمع، وكذلك نحو تحسين الأداء المالي والحرص على تحصيل حقوق الخزانة العامة للدولة، وتنشيطاً للمتحصلات الضريبية واستكمالاً للنهج الذي اتبعته وزارة المالية نحو إقرار سياسة ضريبية تحقق التوازن بين حقوق الخزانة العامة للدولة وبين حقوق الممولين والمكلفين، وكذلك بما يسهم في توطيد جسور الثقة بين الإدارة الضريبية والممولين من خلال إيجاد آليات مبسطة لسرعة تسوية المنازعات الضريبية بعيداً عن المحاكم للتيسير على الممولين وتحفيز حافز الاستثمار، واستيداء حق الدولة على نحو من شأنه دعم توجه الدولة لمساندة الأنشطة الاقتصادية وتحفيز الإنتاج وزيادة الاستثمار.


     


    ويواصل المجلس مناقشة تقرير اللجنة المشتركة من لجنة الشئون الدستورية والتشريعية، ومكتب لجنة حقوق الإنسان، عن مشروع قانون الإجراءات الجنائية، الذى أعدته اللجنة الفرعية المنبثقة عن لجنة الشئون الدستورية والتشريعية (من حيث المبدأ).

    A tiny village in India where Kamala Harris has ancestral roots is praying for her victory

    THULASENDRAPURAM, India (AP) — The temple reverberated with rhythmic Sanskrit and Tamil hymns, as a Hindu priest held a flame before the god. As this tiny South Indian village gathered to pray for Kamala Harris, a gaggle of reporters jostled for space and camera angles.

    There’s little to distinguish the village of Thulasendrapuram from any other rural community in Tamil Nadu, except its connection to a woman who could become America’s first leader with South Asian roots.

    As millions of Americans vote, Harris has people rooting for her from thousands of miles away in a village surrounded by rice paddies and coconut trees, where her mother’s family has ancestral ties. They talk about her at the local tea shop. Banners and billboards bearing her face are seen throughout the community.

    “Our deity is a very powerful God. If we pray well to him, he will make her victorious,” said M. Natarajan, the temple priest that led the prayers in front of the image of Hindu deity Ayyanar, a form of Lord Shiva.

    Harris’ maternal grandfather was born in the village, about 350 kilometers (215 miles) from the southern coastal city of Chennai, more than 100 years ago. As an adult, he moved to Chennai, where he worked as a high-ranking government official until his retirement.

    Harris has never visited Thulasendrapuram and she has no living relatives in the village, but people here still venerate the family that made it big in the U.S.

    “Our village ancestors’ granddaughter is running as a U.S. presidential candidate. Her victory will be happy news for every one of us,” Natarajan said.

    The village’s sudden fame has helped bring money into the village. Recently, construction began on a water storage tank with funds donated by a local bank. Village residents say it will carry a plaque with Harris’ name.

    Harris’ late mother, Shyamala Gopalan, was born in India. After moving to the U.S. to study, she married a Jamaican man, and they named their daughter Kamala, a Sanskrit word for “lotus flower.”

    Other than trips during her childhood, Harris hasn’t visited India much — particularly not since becoming vice president — but she has often spoken emotionally about her ties to her late mother’s country of birth. On Tuesday, she released a campaign video highlighting her mother, who arrived in the U.S. at age 19 and became a cancer researcher.

    Titled “Mother,” the video ends with a narrator saying: “This daughter of Shyamala, this daughter of the American story, is ready to lead us forward.”

    Harris has often talked about how she was guided by the values of her Indian-born grandfather and mother. She has also spoken of her love of south Indian food, especially a type of steamed rice cake called idli.

    Harris’ name is engraved in a list of donors — her aunt Sarala Gopalan gave money to the temple in her name — along with that of her grandfather. Outside, a large banner wishes “the daughter of the land” success in the election.

    On Tuesday, the village temple also received rare international visitors: two American tourists and one from the U.K., all wearing black t-shirts that said “Kamala Freakin Harris.”

    Manikandan Ganesan, a villager who runs a small store near the temple, said Harris’ bid for the presidency has made the village famous. He hopes Harris will eventually visit them.

    “Even if she mentioned that she would visit our village, it would make us very happy,” Ganesan said. “Her victory itself will be a big source of happiness for us.”

    Village residents also prayed for Harris’ victory in 2020, and set off firecrackers when she became the U.S. Vice President.

    For women of the village, the candidate’s journey is a source of inspiration.

    Local politician Arulmozhi Sudhakar said Harris embodies a significant step toward female empowerment in places like Thulasendrapuram, where a majority of women continue to face discrimination and gender inequality.

    “From the time when women were not even allowed to step out of their house, to now a woman from our village contesting in the U.S. presidential election — this brings happiness for us,” Sudhakar said. “The coming generations will see her as a role model to succeed in life.”

    Donald Trump and Kamala Harris delivered their closing arguments, holding duelling rallies across the battleground states well into the night, on the last day of campaigning before the US election.

    Harris was in Pennsylvania, the biggest swing state and crucial to the Democratic campaign. She held the final rally of her campaign at the steps of the Philadelphia Museum of Art, made famous in the movie Rocky. Introduced by Oprah Winfrey and Lady Gaga, Harris emphasised her message of hope. “We finish, as we started, with optimism, with energy, with joy,” she said. “We need to get to work.”

    Trump struck a darker tone in the same state, with threats to put tariffs on all imports from Mexico unless it stopped migrants from entering the US – though he interrupted himself at one point to celebrate his endorsement from podcaster Joe Rogan. The Republican candidate also held hours-long events in North Carolina and Michigan.

    Leading forecaster Nate Silver has released his final forecast, and said that Harris won in 40,012 out of 80,000, or 50.15% of, simulations run using his model. Polls released on Monday found Harris had a marginal lead in Michigan but was tied with Trump in Pennsylvania and other key swing states. Trump has held on to a lead in betting markets but one that is eroding.

    • Trump held his final rally of the campaign in Grand Rapids, Michigan – the same place where he closed his 2016 and 2020 campaigns. “With your vote tomorrow, we can fix every single problem our country faces and lead America – indeed, the world – to new heights of glory,” he told the crowd.

    • The former president started the last day of campaigning in North Carolina, launching personal attacks on a number of high-profile Democratic women, then travelled to Reading, Pennsylvania, where he painted migrants as dangerous criminals. “November 5, 2024 will be Liberation Day in America,” he said. “And on day one, I will launch the largest deportation program of criminals in American history.”

    • In Pittsburgh, Pennsylvania, Trump praised the Green party presidential candidate, Jill Stein, as “one of my favourite politicians” and relished the prospect of a return to the White House: “Only one day – does that sound nice – one day from now. We’ve been waiting four years for this.”

    • JD Vance, Trump’s running mate, was once again condemned for misogyny after repeatedly calling Kamala Harris “trash” at campaign rallies. The Republican vice-presidential nominee compared Harris to trash at a New Hampshire rally on Sunday, then did it again on Monday in Flint, Michigan, and Atlanta, Georgia.

    • The vice-president started the day in Scranton, Joe Biden’s childhood home town, where she told supporters to “get this done”. Biden did not appear with Harris in Scranton, continuing her campaign’s effort to put a gap between the candidate and her former running mate.

    • Harris reached out to the Puerto Rican and Latino population of Pennsylvania, visiting a Puerto Rican restaurant in Reading with congresswoman
      Alexandria Ocasio-Cortez and governor Josh Shapiro and appearing at an Allentown rally with rapper Fat Joe, who ripped Trump for his treatment of Puerto Ricans and Latino voters: “[If] you’re not decided, where’s your pride as a Latino?”

    • Harris went doorknocking in Reading and held a rally in Pittsburgh, supported by pop star Katy Perry. The vice-president sought to strike a positive tone, saying it was time to move past the “fear and division” of the past decade and, drawing a contrast with Donald Trump without mentioning his name. “It is time for a new generation of leadership,” she said.

    • Harris headed home to Number One Observatory Circle in Washington in the wee hours of Tuesday morning after her final Philadelphia rally. She will spend Tuesday calling into local radio stations in the seven battleground states to reach the remaining voters, her communications director told reporters.

    • Harris’s running mate, Minnesota governor Tim Walz, campaigned across his home state before visiting Wisconsin, where he struck a hopeful tone: “Look at the movement, and look at the energy that Kamala Harris has built in 107 days – imagine what she can do for the next eight years.” Walz ended Monday in Michigan, appearing with Jon Bon Jovi, and told supporters women will send a message to Trump tomorrow “whether he likes it or not”.

    Elsewhere on the campaign trail

    • A Pennsylvania judge rejected legal challenges to Elon Musk’s $1m giveaway, allowing the billionaire’s voter sweepstakes to continue through Tuesday’s presidential election.

    • Republicans also had a win in their legal battle over vote eligibility, after Georgia’s highest court ruled absentee ballots must be returned by election day. As legal challenges play out across the country, the Harris campaign told reporters it was prepared to combat any efforts by Trump to discredit the outcome.

    • The Harris campaign expects “near complete results” on election night from Georgia, North Carolina and Michigan, along with partial results from Pennsylvania, Wisconsin and Arizona, according to campaign chair Jen O’Malley Dillon.

    • Officials have begun preparing for a feared escalation of political violence on election day and beyond. More than two dozen states are willing to send national guard troops to Washington, national guard officials said, while election officials in one Nevada county said polling places have installed “panic buttons” in the wake of surging threats. A group of Democratic secretaries of state have asked social media companies how they will moderate inflammatory content as violent threats and disinformation spread.

    أكد حزب المستقلين الجدد، أن الشائعات سلاح خطير ضد استقرار الشعوب ولا سيما بعد تطور وتنوع وسائل نشرها ،وسهولة وصولها لإعداد كبير في توقيت قصير من خلال وسائل التواصل الاجتماعي.




    وأكد دكتور هشام عناني، رئيس الحزب، أن استراتيجية استخدام الشائعات قد بدأت منذ زمن بعيد ،ولكنها تطورت وتم استخدامها منذ عام 2011 ، واستطاعت أن تستخدم وبتأثير كبير في المنطقة العربية.


    وأضاف عناني أن أعداء الوطن يحاولون في الأعوام الأخيرة استخدام حرب الشائعات ضد مصر، للنيل من الاستقرار الذي تنعم به مصر على مدار السنوات الماضية، إلا أن المواجهة المباشر من قبل الدولة استطاعت إلى حد كبير من وأد معظمها في مهدها.


    و من جانبة قال الكتور حمدي بلاط نائب رئيس الحزب، أن زيادة وعي الشعب والاصطفاف خلف الدولة والقيادة مع كشف الحقائق والمصارحة من قبل المسؤولين في الدولة، أمور هامة لمواجهة أي شائعات والقضاء عليها.

    ويؤكد الحزب على أن الحروب التقليدية ،أصبحت أقل تأثيرا وأكثر تكلفة من الحروب الغير تقيليديه مثل حرب الشائعات ،والغزو الفكري والاجتماعي أصبح أكثر استخداما وأكثر تأثيرا ويحتاج إلى مواجهته من خلال تماسك مجتمعي ،وتلاحم ما بين كل قوى الشعب السياسية مع قوى المجتمع المدنية والتنفيذية.
